Default Slow speed with Waste

I've been setting up WASTE on LAN, set the connection speed @ T3/LAN
and disabled all bandwith limits, still when i download something i can't get any faster then 1300kb/sec while 8MB/sec should be average (it is on sftp)

Does anyone have an idea how to speed this up?

Also, is the Zer0 project still active? can't seem to connect to any of the latest IP's.

2nd Also, is there a good alternative to the currently dead Alliance project? it never worked for me but the idea is nice and simple, decentralized DHT with filesharing.
