Question Webcam between 2 PC trough internet

Greetings.

I want to receive video in 2 computers, they will be conected trough internet, and will be 200km apart.
I know I can use messenger (for ex.) but I want to connect them through Nacional conection, and for me, living in Portugal, that is considered International.
Is there a program to make that video connection, Between those 2 computers? Freware would be much better :-) but if there isn't none....

By the way, I found this one: EyeSpyFX Webcam, but I have a problem with it, my ISP doesn´t let me broadcast :-(
I belive this must be a big problem, is there a workaround it?

welcome pedro

the only times i have used a webcam has been with that microsoft Netmeeting*
anyhow thats what probably messenger uses..

theres these places:

http://www.easyfreewebcam.com/

but check that the software hasnt got bundled spyware in it with adaware or spybotS&D after..
you might be in trouble with any of this stuff if your isp wont let you broadcast or stream video tho ?
