Default Looking for FTP server software

FTP server with separate upstream and downstream bandwidth control.

any recommendations?

As it turns out, most FTP servers have per user limits, but nothing server-wide.

I've used RaidenFTPd for a while, and it has some very advanced features. You could probably configure it into a web server It has both per user and server-wide bandwidth limits. It also has a nifty restriction so that it will only send, say, 500mb per day. It also has fully working remote admin.

I don't remember if Serv-U has limits as well, it's a very popular FTP server, but since I never set any limits I really don't know.

i believe Windows 2000 has a 'bandwidth throttling' feature built in. It's the QoS packet scheduler driver.
You can limit a network cards bandwidth usage. not sure if that will help you but I thought others might find the tip usefull

I've been using CesarFTP, Quota, Ratio (I don't use them) and Bandwidth (server wide and per user) are built in. I'm on ADSL with crappy upstream control that when up hit max it stops transfer to reduce traffic including downstream. So far I found single bandwidth control that controls both up and down. set to 12KByte/sec > 12KB up 12KB down.
