WASHINGTON (AP) - Speaking with one voice, President Bush's top intelligence and military officials said terrorists are regrouping for possible new strikes against the United States.

The best course, the Cabinet officials said, was for Congress to approve the president's military and anti-terror budget.

Offering few specifics on Capitol Hill Wednesday, Defense Secretary Donald H. Rumsfeld warned that the government could reasonably predict attacks would come from terrorism, weapons of mass destruction and other means.

New CIA Director Porter Goss said the Iraq war was giving terrorists experience and contacts.

Perhaps the government should keep those deliberations secret so they can't be accused of using them to manipulate public opinion.

but then the Bushies would have to find other ways to manipulate public opinion...maybe do something creative, like paying newspaper columnists to say good things, or planting a fake journalist in the White House press briefings, to lob softball questions. stuff like that.
