mandatory payment schemes for artists/government support for the arts has been around since plato or longer and there's a lot to said for it. i'm not sure how far it can go with the record business which seems to reward the packagers in direct relation to how much they rip-off the the creators, but if somehow we could remove media vampires from the equation it might be a piece of the puzzle.
