Hmmm... maybe just 5 digit numbers, as the technically available port range is 0..65535.
Here is the list of officially (by
IANA) assigned port numbers. There is no guarantee of any particular port being totally 'free' but if you pick from the list an 'unassigned' 5-digit port (e.g. one from between 11112-11200), it should work well for WASTE on most computers.
