That's exactly right goldie. Millions upon millions of dollars are being poured into the rescue and rebuilding efforts, shouldn't some of that money go into New Orleans' residents' pockets? I think so, as long as they earn it. The contracts to rebuild should be granted on the condition that contractors hire local labor. Tax breaks should be given to small business owners who have a certain number of employees. College scholarships should be created for Katrina survivors. In order for those people to take pride in and responsibility for their community they need to rebuild it themselves, with financial help from the federal government and charity organizations. The presidents "urban homestead" proposal seemed like a good way to go, though I really haven't heard anybody's opinions on it.
