Set your upload bandwidth limit to a value that keeps your downloads still going with good speed. You can experiment with different settings but my rough suggestion is about 70-80 % of your real upstream bandwidth. So for example, if you have 128 kbit/s (=16 kbyte/s) upstream capacity, try first 12.000 byte/s outgoing bandwidth limit (Settings -> Bandwidth Throttle).
