it sure does, and with adsl and most cable systems the u/l speed is not that much to begin with. if you max it out then your download speed will effectively drop to zero rendering you incapable of using the internet and it will often drop the connection as well. upload limiters are absolutely necessary. as a general rule you have to keep 30% free with asymmetric bandwidth. i set winmx to 9000, grokster to 64. if i set grokster to 128, my downloads grind to a halt. i still UPLOAD 100 files a day even with the limiters on, so tech tv is misinformed.
