WinMX works on OpenNap/SlavaNap networks and their own P2P network.
If you can
never download a file, I find that weird. I download files every day, tho I must admit that I get remotely-queued very often (read below about WinMX).
You could also try disabling your firewall and try again...
While talking about firewalls, if you're using ZoneAlarm, get rid of it. It's crap. Try Kerio Personal Firewall
If people ask me what a good filesharing program is I mostly recommend audioGnome. Reason is that audioGnome maintains it's own serverlist, and (in my opinion), looks much nicer.
Another reason would be that WinMX has a pretty grave remotely-queue bug. Apart from that, it's just bad for OpenNap servers.
