This can definitely be useful for people in certain situations.

What ISP's are they talking about?
What decent ISP doesn't monitor SMTP/POP3/IMAP transfer rates?

so basically this let's you e-mail a file of any size, right? who needs the prog - the sender, the receiver, or both?

Both. And if something prevents an email transfer it can be done directly.
