so now he wants to talk, what a friggin joke, congress should just cut off funding completely, that will bring home the 'Troops' pronto.

Yes, I realize that, however, the fastest way to get the troops home would be to stop funding immediately. Now whether that is the safest or wisest policy, that would be a different discussion.

To do that they'd have to pass a bill repealing the budget passed by last year's congress, and get Bush to sign it. The Democrats don't have enough votes to override a presidential veto so, despite what they claim, they don't have the power to simply cut off funding. The most they can do is delay passing a supplemental funding bill, and that will only work for a few months before they start looking like they're purposely trying to starve the troops and their families. Public opinion is rather fickle and it'll turn on the Dems if they're not careful.
